Giske said owners still owe billions.
The controversy is about 14 billion as Parliament demanded that the owners would pay back over a decade. The case went to the Supreme Court, where the owners were upheld. To demand the payment will be in violation of the Constitution, the Supreme Court struck firmly. But Giske does not give up.
